“The Morning Rush with Bill Carroll” – 16 September 2025

Today I had the honour of appearing as a guest on the CFRA 580 AM Talk Radio show of Host Bill Carroll, on his show “The Morning Rush”. Bill is a seasoned journalist who highlights matters in Canada that on their surface may seem benign, but which often have undertones of controversy. I have been such a guest on his shows in the past, always as a subject knowledge expert having to do with my specialization in Immigration, Refugee, and Citizenship Law (Certified Specialist by the Law Society of Ontario, since 2007).

Today our topic covered proposed legislation in the Province of Alberta, to require persons living there to have noted on their driver’s license whether they are a citizen of Canada, or if not, that such status not appear. I believe doing so may create, in that province, two tiers of people: the haves, and the have nots.

This is unprecedented: no province in Canada has ever done so. It may be unconstitutional according to the Canadian Charter of Rights and Freedoms. There is, observers believe, a growing trend in that province that challenges the federal government of Canada who’s mandate is to keep our country united, and to oppose separatist and unilateral movements like this one that are, arguably, anti-immigrant.
